I discovered this number was used by a government agency, who obtained it thru a device that scranmbles the number their calling from, to avoid revealing themselves, in order to confuse the target, so they do not catch on to the actual reason the call was placed to begin with. The reason they called your phone was to ping it, along with sending a command they want your phone to do. Usually turn on mic or video so they can spy on you
